U.S. Access Board to Hold Hearing on Updating its ADA Guidelines for Rail Cars

The U.S. Access Board will hold a public hearing on updating its accessibility guidelines for rail cars covered by the Americans with Disabilities Act (ADA) on March 10 from 2:00 – 4:00 (Eastern Time). The event will provide an opportunity for the public and interested stakeholders to provide comment and feedback. The Board seeks information that it will use to draft a proposed rule, as outlined in a recent notice.

The current guidelines were first published in 1991 and address vehicles used in fixed guideway systems, including rapid, light, commuter, intercity, and hi-speed rail systems. The Board previously organized an advisory committee to review these guidelines and to recommend how they should be updated to address accessibility issues, advances in technology, changes in car design, and other factors. The Rail Vehicles Access Advisory Committee submitted a report to the Board that will serve as the basis for this effort. The committee’s recommendations address updated provisions for vehicle communications, boarding and alighting, on-board circulation, seating, and rooms and spaces.

The hearing will be held at the Board’s conference space as part of its March Board meeting. Those interested in speaking are encouraged to pre-register by contacting Rose Marie Bunales at (202) 272-0006 or bunales@access-board.gov by March 6. Testimony may be provided in person or by telephone. Individuals who pre-register will be scheduled to speak first. Oral comments may be limited by the time available, depending on the number of persons who register. Call-in information for speakers and a web link for communication access real-time translation (CART) will be posted on the Board’s website.

The Board’s regular bi-monthly meeting will take place the next day on March 11 from 1:30 – 3:00 (Eastern Time). The public is welcome to attend in person or through a live webcast of the meeting. The meeting agenda includes election of Board officers and other activities. A public comment period will be held during the final 15 minutes of the meeting. Those interested in making comments in person or by phone at this meeting should send an email by March 4 to Rose Bunales at bunales@access-board.gov with "Access Board meeting - Public Comment" in the subject line. Please include your name, organization, state, and topic of your comment in the body of the message.
