Comment on Proposed Rules regarding Title I and Title IV of Workforce Innovation and Opportunity Act (WIOA)

How will they affect career development and employment services to youth with disabilities?
Comments are being sought on proposed rules affecting individuals with disabilities, including youth programs, in the Workforce Innovation and Opportunity Act (WIOA). The new law expands the population of students with disabilities who may receive services as well as the kinds of services that the VR agencies provide to youth and students with disabilities transitioning from school to postsecondary education and employment. It also places added emphasis on the achievement of competitive integrated employment. For example, WIOA added a new section to Title V of the Rehab Act, much debated in the disability community, limiting the payment of subminimum wages to individuals with disabilities. Two helpful briefs published by the LEAD Center can assist those interested in understanding and commenting on the proposed rules.
