Accessible Telecommunication Devices for People with Hearing and Vision Loss

Thousands of low income individuals with a combined hearing and vision loss now have an unprecedented opportunity to obtain accessible telecommunication devices and specialized training at no cost through the National Deaf-Blind Equipment Distribution Program (NDBEDP). Established by the Federal Communications Commission (FCC), this pilot program is a result of Section 105 of the 21st Century Communications and Video Accessibility Act (CVAA). Beginning July 1, 2012, the legislation allocates up to $10 million annually for two years and may extend for a third year. It will provide the FCC with valuable information to “help develop and implement an effective and efficient permanent deaf-blind equipment distribution program.”
